test-fopen-safer: split from test-fopen
* tests/test-fopen.c (main): Move...
* tests/test-fopen.h: ...into new file.
* tests/test-fopen-safer.c: New file.
* modules/fopen-tests (Files): Add test-fopen.h.
* modules/fopen-safer-tests: New file.
