fprintftime: avoid a warning about ignored fwrite return value
* lib/strftime.c [FPRINTFTIME]: Include "ignore-value.h".
(cpy) [FPRINTFTIME]: Ignore fwrite failure, even though technically,
that is unsafe.
* modules/fprintftime (Depends-on): Add ignore-value.
