test-parse-datetime.c: accommodate a relatively strict gcc warning
* tests/test-parse-datetime.c (gmt_offset): Declare function "static",
to avoid a warning from gcc's -Werror=missing-declarations.
Insert a few spaces-before-funcall-parenthesis.
