mktime: skip configure test (fail it) for apple universal builds
* m4/mktime.m4 (AC_FUNC_MKTIME): Require gl_MULTIARCH. In Apple
universal builds, assume that mktime does not work.
* modules/mktime (Depends-on): Add multiarch.
