fdatasync: minor improvements
Picks up some ideas by Paul Eggert from here:

* modules/fdatasync (Depends-on): Add condition for fsync.
* lib/fdatasync.c (fdatasync): Add comment.
* tests/test-unistd-c++.cc: Test fdatasync.
