iconv, unsetenv: Add support for MSVC compiler.

* m4/iconv.m4 (AM_ICONV): Use ISO C declaration syntax on MSVC.
* m4/setenv.m4 (gl_FUNC_UNSETENV): Drop support for K&R C compilers.
