quotearg: do not use grave accent for left quote
* lib/quotearg.c (gettext_quote): Map "`" to "'" for locale_quoting_style.
(quotearg_buffer_restyled): Fix example.
* tests/test-quotearg-simple.c (results_g): Adjust test vectors.
