compute condition number when solving triangular systems (bug #43875)
* dMatrix.cc (Matrix::solve): Pass true for calc_rcond in calls to
utsolve and ltsolve.
* CMatrix.cc (ComplexMatrix::solve): Likewise.
* fCMatrix.cc (FloatComplexMatrix::solve): Likewise.
* fMatrix.cc (FloatMatrix::solve): Likeiwse.
